As a senior Member of the Texas Congressional Delegation, Congressman Lamar Smith has represented residents of the 21st Congressional District since 1987. Technology companies and research universities form the core of the district’s economy. Congressman Smith vigorously pursues their interests from his position as Chairman of the Subcommittee on Courts, the Internet, and Intellectual Property of the House Judiciary Committee. This important congressional panel influences a wide array of technology policies because of its jurisdiction over intellectual property matters.

Congressman Smith also works for the interests of the district through his service on the Homeland Security and Science Committees. Both of these committees affect the district’s technology interests as well. For example, the Science Committee deals with many matters relating to scientific research and development, including NASA. Many companies in the district have interests in this area.

Recognized for his fairness and common sense judgment, Congressman Smith has earned the respect of the leaders of the House of Representatives. The Speaker appointed him to the Ethics Committee at the beginning of this Congress. His Texas Republican colleagues also chose him to serve as their representative on the Republican Steering Committee which determines committee assignments and chairmanships.

Congressman Smith’s seniority allows him to deliver for his district in a variety of other ways. He recognizes the great need for improved transportation in the district. In the highway bill recently enacted into law, he obtained $12.8 million in funding for transportation projects for the 21st district. He also recognizes the importance of military installations to the district’s economy. Through his work with other members of the Texas delegation, the district and Texas came out net winners in the base realignment process. In the most recent defense appropriations bill that passed the House, Congressman Smith obtained $19.2 million in defense projects for the district.

A fifth generation rancher and an avid outdoorsman, Congressman Smith understands the need to protect and preserve the environment. Among his environmental initiatives are obtaining funding for Austin’s clean water project, for bike trails in the region, and for expanding the boundaries of the Balcones Canyon Wildlife Refuge. As a member of the Science Committee, Congressman Smith has long been a champion of renewable sources of energy. He cosponsored provisions of the energy bill that provide tax credits for those who invest in solar energy technology.

His constituents and many others have recognized him for his work on behalf of the district. National Journal named him one of the 100 most influential people in Washington. He has received the "Legislator of the Year" award from the Intellectual Property Owners; the "Spirit of Enterprise" award from the U.S. Chamber of Commerce; the "Legislator of the Year" award from the Information Technology Industry Council; the "Congressional Leadership" award from the Semiconductor Industry Association; and the "Defenders of Property Rights" award from Defenders of Property Rights.

Congressman Smith received his undergraduate degree from Yale University and his law degree from Southern Methodist University. Before coming to Congress, he managed a family ranch and practiced law. He served as a county commissioner and a state representative. Congressman Smith is married and has two children.
